The secretary by regulation may do all of the following:
(a) Prescribe methods of selecting samples of lots, loads, or containers of garlic and onions for dehydration purposes, which shall be reasonably calculated to produce by sampling fair representations of the entire lot, load, or container sampled.
(b) Prescribe the methods and procedures for determination of moisture content in deliveries of garlic or onions for dehydration purposes.
(c) Establish and record on the certificate items or conditions affecting lots, loads, or containers of garlic or onions for dehydration purposes, other than those defects established by regulation.
(d) Adopt and enforce other regulations as reasonably necessary for the enforcement of this chapter.
