Section 18987.25.

A council established pursuant to Section 18987.2 shall be comprised of, at a minimum, all of the following:

(a) The county superintendent of schools, or the superintendent of each school district included in the pilot project.

(b) A representative of the county juvenile justice system.

(c) County, city, and school officials responsible for funds or services included in the pilot program.

(d) Representatives of all of the following:

(1) Service providers affected by the strategic plan.

(2) Labor organizations representing public employees who will be affected by the strategic plan.

(3) Recipients of services included in the strategic plan.
