Section 18987.05.

(a) Not later than September 30, 1995, the Governor, or the Governor's designee shall select up to six counties on the basis of highest scores earned through the 1994 request for proposal process from among all of the eligible counties that apply to participate in the program.

(b) A county shall be eligible for participation only if all of the following apply:

(1) The county has a demonstrated record of successful interagency collaboration and service integration.

(2) The county has submitted a strategic plan that complies with the requirements of Section 18987.3.

(3) The county's strategic plan and pilot project include one or more local education agencies.

(c) At least one of the counties selected for the pilot program shall be a rural county, if at least one rural county applies and complies with this chapter.
