The demonstration project provided for pursuant to this chapter shall meet all of the following requirements:
(a) The demonstration project shall operate for not more than a period of three years.

(b) A maximum of 2,000 assistance units shall participate in the demonstration project.

(c) Notwithstanding Section 11274, the county may make direct rental payments under this chapter without the need for a finding that a recipient has mismanaged funds. In addition, direct rental payments may, notwithstanding Section 11274, be made for a period in excess of 12 months.
