A person who is exempt from Section 27545 or is otherwise not required by law to report acquisition, ownership, or disposal of a handgun, and commencing January 1, 2014, a firearm that is not a handgun, or who moves out of this state with the person's handgun, and commencing January 1, 2014, a firearm that is not a handgun, may report that to the Department of Justice in a format prescribed by the department.
