(a) There is under the jurisdiction of the Department of General Services the SSC Development Fund, which is hereby created. Moneys derived from the sale of the bonds and the lease-purchase financing of the state facility as authorized by this article shall be deposited in this fund or any other funds in the State Treasury as the board shall direct. The Controller and the Treasurer shall establish and maintain accounts and perform accounting transactions as they may determine to be necessary or convenient to the accomplishment of the purposes of this article.

(b) Notwithstanding Section 13340, funds derived from the lease financing authorized by this article and deposited in that fund are hereby continuously appropriated, without regard to fiscal years, to the Department of General Services for the purpose of paying for the costs of the collider.
