  • All property which is owned by or leased to the state or governing body within the boundaries of the closed military base or the military base that is proposed to be closed which is not in current use by that government and which is not necessary for a public purpose of the state or governing body owning the property may be leased or subleased to a qualified business at a price below fair market value, provided that it serves a public purpose to lease at below fair market value. The lease may be renewed upon expiration if the governing body has continuously complied with these requirements.
