  • The State may establish custody and restraint of:

    (a) Mentally ill persons, insane persons, chronic inebriates, and other persons of unsound mind.

    (b) Paupers for the purposes of their maintenance.

    (c) Minors for the purposes of their education, reformation, and maintenance.
