  • All upward mobility programs shall include annual goals that include the number of employees expected to progress from positions in low paying occupational groups to entry-level technical, professional, and administrative positions, and the timeframe within which this progress shall occur. The State Personnel Board shall be responsible for approving each department's annual upward mobility goals and timetables.

    Any department or agency of state government that determines that it will be unable to achieve the goals may request the board for a reduction in the goals. If the board determines that the department or agency has not made a good faith effort to achieve the goals, the board shall hold public hearings to determine the reasons for the deficiencies and to establish a program to overcome these deficiencies.
