(a) There is hereby established the Arts Work Visual and Performing Arts Education Program, to be administered by the State Department of Education, for the purposes of awarding grants to local educational agencies to develop their capacity to implement high-quality instructional programs that are based on the state adopted visual and performing arts content standards for pupils in kindergarten and grades 1 to 12, inclusive. A grant recipient shall use funds awarded pursuant to this chapter to establish a standards based visual and performing arts program and is encouraged to secure funds for continuing the program.

(b) School districts and county offices of education in collaboration with one or more school districts are eligible to participate in the program.
