The commission shall commence loan assumption payments, as specified in Section 69666, upon verification that the participant has fulfilled all of the following:

(a) The participant has become a physician assistant licensed to practice in California.

(b) The participant has provided the equivalent of full-time employment as a physician assistant in a designated medically underserved area.

(c) The participant has met the requirements of the agreement and all other applicable conditions of this article.
