(a) The commission shall accept nominations from eligible institutions received pursuant to this article.

(b) The commission shall choose from among those nominations of students enrolled at least half time in a physician assistant program with outstanding student loans, based upon criteria that may include, but not necessarily be limited to, all of the following:

(1) Length of time remaining in physician assistant program.

(2) Grade point average in physician assistant program.

(3) Number of graduate and undergraduate degrees the applicant has obtained.
