  • (a) The governing board of each school district maintaining an elementary school that elects to participate in the program shall employ persons holding certification qualifications as physical education specialists. Persons employed as physical education specialists shall be the holders of a single subject teaching credential authorizing instruction in physical education.

    (b) Physical education specialists shall be responsible for the development of physical education instructional programs and activities and the provision of direct instructional services to pupils in furtherance of the district's physical education programs, including all of the following:

    (1) The delivery of elementary school physical education programs meeting the minimum instructional time requirements prescribed by subdivision (g) of Section 51210.

    (2) The delivery of elementary school physical education programs in accordance with model curriculum and program guidelines prescribed by the State Department of Education.

    (3) The delivery of a comprehensive elementary school physical education program, including, but not limited to, physical fitness activities, games, sports, basic movement, and nutrition and health programs.
